We will use secondary mortgage market models from the United States and other countries with well-established secondary mortgage institutions (SMIs) as a lens through which to analyze the readiness of the Philippine market. In the course of our assessment, we will examine the following four key issues: 1. The primary and secondary fixed income securities market; 2. The mortgage origination process; 3. The securitization and trading process; and 4. The regulatory, legal and tax environment.
