Efectos del espacio fiscal en el gasto público educativo antes y después de la crisis financiera: estudio en América Latina y Europa

dc:description.abstractThe following research studies the relationship between fiscal space and public spending on education, in countries belonging to Latin America and Europe, during normal times and periods of economic stress. To this end, it is proposed to assess the availability of fiscal space before and after a crisis. Then, a comparison is made between both blocks of countries in terms of the relevance of fiscal space in determining aggregate spending on education. Finally, using Arellano-Bond estimation techniques in panel regression, the impact of fiscal space on public education spending is calculated. The results reinforce the importance of fiscal space as a source of financing for the development of human capital in the economy. Similarly, the findings reflect the difference between the dynamics of the variables in Latin America and Europe, largely explained by the contrast in the levels of institutional development and social welfare in the regions evaluated. The research contributes to the literature as it establishes a new link between studies of fiscal space and education, examining the interaction between both variables during periods of normality and recession.
