The success of ACM projects hinges on an organization's adept risk management practices, with risk allocation serving as a pivotal element for achieving excellence, given the severe consequences of failure. It is evident that limited research has been conducted on this subject, often confined to specific contracting methods or individual project types. Hence, the primary goal of this research is to offer a comprehensive and nuanced perspective on the intricate practices of risk allocation within the realm of ACM projects. Employing content analysis methodology on contract and solicitation documents and introducing an unprecedented in-depth case study focusing on a single entity's risk allocation practices, the research evaluates nationwide and entity-specific risk allocation practices. The outcomes offer definitive results for fourteen key risk factors, consistent in categorizing Design, Ground Condition, Construction, and Payment of Service as the Contractor's responsible risks and designating Hazardous Material risk as a Shared risk. Additionally, the study unveils significant correlations between risk allocation, project complexity, and activity phasing, providing practical insights based on the case study of ACM projects. Thus, this research on risk allocation contributes to the burgeoning trends in ACM by facilitating practical decision-making in risk responsibility allocation.
