Rescinding Rights: An analysis of governmental changes and indigenous land demarcation in Mato Grosso do Sul, Brazil

This research project seeks to understand the relationships surrounding indigenous land rights in Mato Grosso do Sul, Brazil to determine if and how changes in governmental administrations have impacted indigenous land rights over the past 30 years. It addresses a gap in literature pertaining to indigenous land rights in the state of Mato Grosso do Sul, which is significant due to the fact that outside of the Amazon Basin, Mato Grosso do Sul has the largest population of indigenous peoples. The research utilized a combination of political economy and ecology theories, as the underpinnings of these theories allowed for a systematic assessment of the dynamics influencing the relationships observed. For data collection and analysis, this project utilized quantitative spatial data obtained from primary GIS sources and explained the observed patterns through a review of secondary datasets obtained from governmental agencies, non-profits, and non-governmental organizations, as well as relevant academic literature. The findings of the research suggest that there is a correlation among indigenous land allocation actions and changes in governmental administrations, despite constitutional guarantees. From 1988-2002, there were no suspensions in demarcated lands; from 2003-2018, there was a loss of 21,873 ha (or -27.31%) of demarcated indigenous lands.
