PAAET's history and development are outlined, and theories related to training (including computer applications) are presented. To ascertain current practice and the attitudes of concerned parties, questionnaires have been administered and interviews held with senior officials in the Training Co-ordination Department and other associated departments, as well as academic staff and trainees.The results, together with the review of relevant theory, reveal various problems including unclear objectives, lack of Training Need Assessment, duplication of responsibilities, failures of communication, and inadequate evaluation and follow-up.
