The Bureau of Mines Spokane Research Center was formed in 1951 and has responsibility for mine safety, waste disposal, and the protection of ground water. In 1992 the SRC instituted a Total Quality Management hybrid program-- Quality Improvement. Utilizing the case study method of analysis, this thesis ascertains the compatibility of Quality Improvement with traditional basic bureaucratic characteristics espoused by Max Weber.
