Transferable water rights with particular reference to groundwater
Abstract
dc:description.abstractThere has been in the last 20-30 years, a more or less worldwide political shift to the right, which in economic terms expressed itself by a free market approach to the management of resources. This shift, which still continues to day, albeit without the same fervour, has permeated most economic sectors including the water sector, where water has been taken out of government ownership or control and moved into privately run utilities. In water resources it manifested itself by assigning private property rights to water rights, making them transferable by divorcing them from land rights and by allowing that they may be traded in the market place.
