This is examined here by studying the case of NAFTA ratification and the proposal to expand NAFTA. While according to the U.S. Constitution, the Congress also has a key role in the foreign policy making arena, the examples from NAFTA and NAFTA ratification indeed illustrate that the foreign policy process had a lot more domestic influence in the period between 1993 -1998.
