This founding myth was institutionalized by a Royal Charter granted by king Henry IV of Castile and León in 1460, in the midst of the Navarrese civil war, and later confirmed by the Catholic Kings, Emperor Charles, and the Bourbon kings between Ferdinand VI and Juan Carlos II, both inclusive, as well as the provisional Government of the Nation that governed Spain from 1868 to 1871, and Francisco Franco, as head of the Spanish State.
