Studying the impact of European Research & Development founds is a practical tool to analyze the efficiency and viabilty of economic and strategic poltics of UE itself and for the rest of UE Countries. Economy control, its transparency and sustainability are critical factors in current European Space and is needed to create analytics tools to measure the effectiveness of R&D& innovation UE granted founds. Europe is a multinational conglomerate with plenty of socioeconomic differences between its members that forces to apply Convergence politic as a solidarity and equality tool to achieve an stable and economically competitive model. The goal is to make Europe competitive without leaving no one of its members behind. Nevertheless, the global economic crisis has marked UE agenda not only talking about R&D but also the european concept, from 28 countries Europe to the brexit. On the other hand, there are not only differences about technological and economic growing levels between countries but also between economic sectors, usually omiting that R&D concept has to be understood in a different way when talking in so different areas like agriculture or aeronautical industry. The lacking of a strong strategy in Convergency way between economic sectors has contribuited to the technological divide between Regions. In the way to find an analytic solution to evaluate the impact o R&D UE politics in the current picture, economical sectors and regional spanish politics will be analyzed. Selecting Spain as a model brings a great advantage: Spain hard hit by the crisis, has an economical imbalance between Regions and its a geopolitical model similar based in little Regions called Autonomías with a great gap between and northern members. Studying R&D politics impact on spanish model will give information that develops a new and replicable methodology in all European countries thus will be useful analyzing other country or global models. Finally, the methodology is tested in a practical case, selecting spanish wine sector, global leader, as the hardest model to solve that combines a low technological level with a market leadership, showing the profit of the methodology when decisionmaking in the field of R&D founds distribution.
