That liberal belief system espoused the defence of social harmony, of property and of the individual, and penal practices were constructed on the basis of those principles. Así, se estableció un sistema penitenciario basado en los valores del liberalismo clásico. El sistema de creencias liberal había propugnado la defensa de la armonía social, de la propiedad y del individuo y las prácticas penales fueron construidas sobre la base de esos principios.
