The literature review revealed that significant progress was made over the past century in the United States, and the past decade in Kenya in treatment of people with disabilities, but there are still inefficiencies. Respondents to the survey reported that their clients struggle with acceptance and integration in their local community, and that services provided by the public and private sectors are inadequate.
