Education Finance as a Social Determinant of Health in the United States

<p>The purpose of this thesis is to investigate the role of K-12 education finance in the determination of health outcomes in the United States. To accomplish this, first, the differing theoretical perspectives surrounding health outcomes are explored. Second, theoretical literature surrounding public finance of education and cash vs in-kind benefits are explored to establish the grounds for connecting education finance and health. Third, a framework is presented to trace the pathways of how education finance determines health outcomes. Finally, the manuscript brings together a review of the literature on similar benefits and an evaluation of a voucher program in Cleveland, Ohio in order to compare voucher and traditional funding mechanisms in relation to the health pathway framework. Ultimately, this thesis concludes that education finance is a social determinant of health and voucher programs have not been shown to positively impact health outcomes when compared to traditionally funded public education.</p>
