During the first six months of 1914, the Liberal Government of Great Britain faced a series of harassing domestic problems. In January, a rupture in the Cabinet over the issue of Naval Increases appeared imminent. No sooner was an agreement reached on this matter, then Ireland again burst into the headlines.
