Partisan Politics and Green Foreign Direct Investment (Electrical Vehicle Industry in the United States)
Abstract
dc:description.abstract<p>As December 2015, 196 countries adopted the Paris Agreement, a legally binding international treaty on climate change, to limit global warming to 1.5 degrees Celsius (UNFCCC, 2015). Transportation is a major global source of carbon emissions (Van Fan et al., 2018), and these emissions can be reduced through the adoption of electrification (Bistline et al., 2022). Electric vehicles (EVs) represent an innovative transportation to reduce greenhouse gas emissions and mitigate the climate change issue. Currently, the widespread acceptance of EVs heavily relies on the implementation of strong EV policies (Sierzchula et al., 2014). I examine political polarization in shaping pro-EV legislation and policies across all 50 U.S. states. I draw on a database of 1,039 federal legislation by individual legislators in the United States from January 2007 to January 2023. I also cover a database of 972 state legislation by individual legislators in 14 specific states that host EV manufacturing plants from January 2023 to June 2023. In addition, I study state incentives for EV adoption in 50 U.S. states with governors’ political party affiliation. I find that the left-wing party affiliation is strongly and positively associated with introducing pro-EV legislation. And states with a Democratic governor is not statistically associate with providing incentives to EV adopters.</p>
