This area was chosen because of its unique characteristics. Previous to redistricting these areas comprised not only three different counties and legislative districts, but three different congressional districts as well. Each section, Whidbey Island, Camano Island, Bainbridge Island and the Northern part of the Kitsap Peninsula, can be observed both as a separate unit and as a member of an entire district. Each area is described as it existed prior to redistricting, and a short resume of the events leading up to redistricting is reviewed.
