To conduct this study, open-source media was collected from various groups within Ukrainian society to determine which arguments are more significant regarding the introduction of Draft Bill 9103, or the legalization of same-sex civil partnerships. Media against the legalization was also collected to determine which arguments were more significant as to why some Ukrainians are against the legalization of same-sex civil partnerships. This thesis utilizes the contemporary case of Ukraine’s Draft Bill 9103 to expand on Peter A. Hall and Rosemary C. R. Taylor, and Pertti Alasuutari by exploring not only cultural diffusion and legitimacy, but also cultural rejection.
