Abstract
dc:description.abstractThis report provides a comprehensive evaluation of the factors underlying the evolution, design and implementation of the 1988 fee policy in Lesotho. The chief aim of the study was to conduct a critical appraisal of this policy, focusing on the key factors that might have constrained or facilitated the process. The performance of the policy was assessed in terms of financial sustainability in the health sector as well as promotion of equitable access for economically marginalized groups.
