The libraries of the two Historically Disadvantaged Institutions (HDIs), the University of Western Cape (UWC) and Peninsula Technikon (Pentech), participating libraries in the Cape Libraries Cooperative (CALICO) were used as models to assess the extent to which skills attainment contributes towards capacity building. The study found that there is no policy that looks specifically at addressing capacity building in these two libraries. Training was found to be the core element towards attaining capacity building.
