In contrast to traditional planning that assesses alternative planning solutions by finding a solution with least cost, the proposed methodology considers all conflicting and multiple objectives faced by grid expansion by the use of a multi criteria decision making (MCDM) model. The method further acknowledges uncertainties that are usually ignored. The planning and decision making approach developed in the dissertation is tested with a practical example, by comparison with the literature and in discussions with Ugandan transmission planners.
