The purpose of this work is to produce a comprehensive history of the flag controversy. Narrative, analysis and description are the stuff of written history and their blend must vary according to the nature of the topic tackled. In a comprehensive history of a most complex subject such as the flag controversy, a story which has never been fully told and in which numerous committees, commissions, conferences, deputations, pressure groups and different compromise proposals make their appearance, narrative and description are inevitably prominent.
