Globally, the neo-liberal economic order, among other factors, has privileged the reduction of state funding of public higher education. Given the obvious instability conequent upon the (drastic) reducation of government funding, public universities have to re-gain stability by, inter alia, generating incomve from non-government sources, hence reducing their dependence on the fiscus.
