This ethnographic study sought to establish the level of social acceptability of the new infrastructure postupgrade; to monitor how residents used the new and old water and sanitation systems; and to identify any other social or institutional barriers to providing water and sanitation services in similar contexts. It was found that the development project was a complete failure.
