The price increases have strained students and their families paying for college. In addition, the manner in which colleges increase their prices can vary widely from year to year, making it difficult to plan for the increases in college expenses. In 2011, New York State passed legislation that locked in a tuition increase for five years, called the rational tuition policy. Upon the introduction of the policy, SUNY leadership claimed that it was: 1) Fair, because it protects access and affordability through modest increases. 2) Predictable – because it allows students and families to plan over a five year time period. 3) Responsible – because all the additional tuition revenue would be invested in faculty, programs and curriculum, that would enhance completion (Tuition Proposal, 2011, p. 6). The purpose of this study was to determine the effects of the stable tuition policy on returning student enrollments and certain sub-populations at a SUNY University College and University Center in order to determine if the stable tuition policy preserves access. This study utilized panel data that consisted of 85,806 student records collected from the SUNY’s Student Institutional Research Information System (SIRIS) database between the years of 2006 and 2014. The quasi-experimental methodology difference in differences, that incorporated a control and treatment group, was used to determine if the stable tuition had an impact on enrollments. This study found that the overall impact on returning student enrollments was not significant. However, the stable tuition policy had a positive impact on Black students at the University Center and University College progressing from their sophomore to junior years. Furthermore, an analysis to determine if the stable tuition policy had an impact on enrollments based on institution type was performed.
