O controle social no Seridó Potiguar: desafios na atuação dos Presidentes dos Conselhos Municipais de Saúde

Considering the relevance of popular participation in the control and execution of public health policies, as well as in the construction and maintenance of the SUS, this work aimed to analyze the perception of the presidents and presidents of the Municipal Health Councils of the region of the Seridó potiguar about the challenges to making these boards; more active and deliberative spaces. This is a descriptive and exploratory study with a qualitative approach, whose population was constituted by the presidents and presidents of the Health Councils of the municipalities of the region of Seridó potiguar. Data collection was carried out from online semi-structured individual interviews and by filling in online forms. The data resulting from filling out the forms were analyzed using simple descriptive statistical analysis. The information resulting from the semi-structured interviews were transcribed and subjected to lexicographic textual analysis with the aid of the software Interface de R pour Analyses Multidimensionnelles de Textes et de Questionneires (IRAMUTEQ). The results that reveal the perception of the main challenges faced by presidents were analyzed in four categories: I) Need for training to qualify the power of deliberation, II) Counselor's Responsibility, III) Motivation to preside to enhance Social Control, IV) The supervisory role of the Municipal Health Council. It is concluded that the main challenges are the implementation of a permanent education agenda for social control with themes that deal with the attributions of the advisers within spaces of social participation and recognition by local management in maintaining basic conditions for the work of social control by providing financial and structural support.
