Our concern is to link environmental and urban problems using as instruments urban policies, such as the Master Plan, Urban Code and Municipal Code of Environment, where the Environmental Permit in accordance with the National Environmental System is predicted. For this, it has been used zoning maps, satellite imagery and photographic records of the studied area, as well as performed data collection regarding the Preliminary License, Installation and Operation License of civil construction, since the latter is the largest element modifier space studied.
