Canal da vertente litorânea no Estado da Paraíba: agente de mudanças e conflitos.
Abstract
dc:description.abstractThe project of Integração do Rio São Francisco with the Bacias do Nordeste Setentrional opened a precedent, so that member States benefits from investing in water infrastructure for the distribution and the use of the diverted waters, in their respective territories. This research proposes to diagnose potential conflicts as a result of the implementation of the Canal da Vertente Litorânea Strand channel (Acauã channel Araçagi), the most substantial project presented by the Paraíba of Government for such purposes. It is a channel with 112.4 Km long that will take water from the river Paraíba dam, Acauã reservoir for the river Camaratuba, at the height of the municipality of Curral de Cima, integrating in this way existing along river basins. This development brings with it a latent contradiction, the use of the São Francisco river diverted water, that principle should favor the semi-arid region, in a sub humid climate near the coast, in a clear favoritism for a development of a pole of irrigated agriculture. An act that seems to perpetuate the policy of water resources to the Northeast, deployed during the 20th century, which was characterized by a strengthening of the concentration of land, income and wealth, besides the water supply structures. The specific objectives of this research are characterizing potentially active political actors in the conflict, and map the areas of greater potential conflicts around the Canal da Vertente Litorânea Canal. The methodology Adopted was the geopolitical analysis of the author François Thual (1986), adapted by Vianna (2002), where the conflicts in study were analyzed from three axes: INTENTION, SPACE and TIME, arranged in pairs dialectic, forming a triangle. Also were produced re searches for acquisition of secondary data inherent for the study area, through websites and documents of organ as the IBGE, AESA, ANA, and entities such as the ASA.
