Ética e valores morais: o caso das práticas comissionadas ocultas no setor da construção civil

Whatever method used to get updated about the latests events of the country, the brazilian constantly come across abominable behaviours from the economical and political classes of the nation and question yourself where would be the ethical rules and what has been done with the nacional moral. The tendency of “Projection”, revealed by Freud, makes people, ignorantly, point your finger to politicians who stamp the newspapers and say condemnatories sentences that, even being fairs, demosntrate certain lack of self-analysis. The fact is that those individuals, sentenced by us, are nothing more than men criated under our eyes and advisements, native sons, culturally immerserd in this country and heirs of our famous “brasilian little manners”. Your acts are just high scaled translations of our people tipical behaviour, which atitudes are permeated by corruption and non-compliance of laws and rules. This survey intend to, shyly, contribute in one of the various spheres where individual conduct is on dissonance with the legal guidelines. Today, in Architecture and construction material comerce sectors, the practice of “Technical Reserve” is experienced, a kind of hide commisioning, which is paid to the professional that indicates certain product to your client, and can be done by monetaries ways or by anothers incomes. The lack of transparency and the indication distortion itselves (when the “best for the client” becomes “the more profitable to the indicator”), would be a reason to aggravate the issue and submit it to more analysis. Furthermore, it necessary to enhance that already exists a clear and objective determination of architects and urbanists professional class council against such práxis, while it remains in fully activity. Therefore, this study purpose to describe the ethical perception (or its default) related to hide commisionings in civil construction sector, detailing its habits, observing new professional generation opinions, and raising to the surface the relation between those behaviours and our daily acts. In this survey, initially, a theoretic referencial can be found, which begins with Ehtic history as a science, passing throught its social and entrepeneurial applicability, finally achieving the discussed area spcifically. In a second moment, will be presented interviews with directly involved agents, used as a base to formulate questionnaries, applied in large scale to equally involved people.
