A municipalização dos objetivos do milênio: o caso do município de Sertãozinho

The central objective of this monograph is to discuss the municipalization of the millennium development goals proposed by the United Nations from a case study in Sertaozinho, a city in the Paraiba state that is located in the microregion of Guarabira. Looking to see whether the eight millennium goals were achieved by the municipality and used as a basis the evolution of social, economic and local public finance indicators in the period 2000-2012. Discussions around the new paradigms that guide the idea development of the thematic side of fiscal decentralization and federative model were the theoretical and historical foundations that guided this study. In turn, reading references, field research conducted in the city and the treatment of statistical data served as a methodological basis. Among the main results of the empirical analysis, it was found that a considerable portion of the population was Sertaozinho low income and low educational attainment, but that a reduction in the proportion of people suffering from hunger and below the poverty line in phase studied. It was found that Sertaozinho could provide good indicators of municipal development in the areas of education and health. These social areas, the city not only failed to achieve the objectives of the millennium goal as was highlighted in the micro region, occupying the first place. Moreover, with regard to the ability of the municipality to generate employment and income, we found difficulties in attracting capital city management with ability to expand local production base.
