Gestão da água no semiárido paraibano: desafio para a gestão pública num contexto de crescente escassez

Water is a strategic resource for any country or region and should therefore be managed responsibly, particularly in regions where this well is scarce. In the Brazilian semiarid region, which is marked by irregularity of rain precipitation, with cyclical droughts that are already part of the history of this region, good management of these resources depends on the integration policies which are complementary to each other (Policies of Water Resources, Sanitation, Environment and others). Thus, considering that 85% of the state of Paraiba are semiarid and that the shortage of water resources becomes increasing while the dry extend an exploratory mapping was done in order to identify the responsibilities of federal entities before the current legislation and the main institutions that make up the apparatus Institutional member of the National Water Resources Management System, action and influence the management of these resources in the region. Moreover, we identified some programs and projects that have been developed in order to enable the coexistence and confront the effects of drought, such as the Freshwater Programme (PAD) that through desalination facility in communities affected by drought, leads good quality water to those who lack it, developing other actions to ensure the sustainable development of these communities. So, it was found that water management, as is proposed by the Water Law is participatory, with the influence of the government, the granted users and civil society organizations, with representatives of each of these segments composing the structures of the Councils Committees and water resources, which are advised by the secretariats and national and state agencies involved in water resources management, working in an integrated manner. Thus, despite the progress already achieved through changes in legislation and by launching programs and projects that have changed the reality of many communities, it is necessary to move toward education and the development and application of social technologies that enables the coexistence with drought; institutional strengthening to effect better surveillance and monitoring of water resources; as well as improving municipal management, municipal master plans that suit the master plans of basins in which they are inserted, considering its responsibilities as the balance of the environment. Thus, it is necessary to integrate the strength to overcome the negative effects of political interference in the past was responsible for misapplication of resources for addressing the effects of drought, which caused a delay which is still felt in the region.
