Políticas públicas para a juventude: um estudo de caso do Projovem Urbano na cidade de Santa Rita - PB

The high youthful vulnerability rates in Latin America has required from the public officials, a larger supply for social programs that benefit these young people who are, in a certain way, marginalized and out of the school setting. In Brazil, in 2004, some policies were created to decrease these indicators of vulnerability, they are: The National Youth Policy (NPC), The National Youth Council (CONJUVE in Portuguese) and what will be focused in this work: The Youth and adult Inclusion National Program (ProJovem in Portuguese), which aims to promote the completion of elementary school and a professional initiation of young people aged 18-29. In this work, It was studied the program in the city of Santa Rita, PB, which is located in the metropolitan area of João Pessoa where concentrates a high number of young people in situations of vulnerability, in this work, we studied and analyzed the management and functioning of this program in this city.So, based on data collected with the managers themselves, some teachers and the beneficiaries themselves, we identified that although it is a well-structured program in terms of content and scope of these young people, there are many problems in the implementation and operation of the programand one of the main problems of this program is in the management and transparency by the managers with its expenses. Therefore, the surveillance by the federal government is necessary and possible irregularities may be identified. We believe that this present work will contribute with suggestions that might improve the operation of important program both in the city as well as in other locations.
