Controle social e transparência pública: valores orçados versus valores executados na construção e reforma das arenas para a Copa do Mundo 2014

The Federal Constitution of 1988 promoted the opening of the Brazilian State and guaranteed not only the participation of society in the decision-making of public administration, but also in the surveillance and social control of public spending. Recognized, among other rights, that access to public information is a fundamental right of the citizen, where the supply of information coming from the public sector to society is called the principle of publicity. Here there is a gap between the Constitution and the World Cup in Brazil, highlighting the fact that only after the decision of the Brazilian government in realizing the event is that it was drafted legislation subsequently inserted into the Brazilian legal system specifically to cover the guarantees government signed between the host country and the international event management entity - FIFA. On the other hand, the choice of Brazil as host country of the World Cup in 2014 gave rise to extensive debate in the Brazilian civil society on the excess of public spending, as well as on the feasibility or otherwise of the realization of this mega sporting event in a country with so many problems social. Thus, the main question of this study was to investigate under the aspects of public transparency and social control through the inductive and exploratory research, disclosure of the amount of public resources initially budgeted and actual expenditures by the Executive Branch Federal construction and reform of arenas in the twelve cities that hosted the games of this event. The survey results revealed a percentage change of 25.2% from the total funds previously budgeted in 2010 for the implementation of investments, which amounted to 1505.7 billion dollars. It was also found that eight of the twelve arenas presented their final cost above its initial budget.
