Um estudo sobre a implementação do Programa de Aceleração do Crescimento (PAC) no Estado da Paraíba

The Growth Acceleration Program (PAC) was created in 2007 with the goal of increasing public investment in infrastructure, encouraging private investment and removing obstacles to growth. With PAC2, investments in infrastructure have become distributed in six axes, replacing the original three: Better City, My Home, My Life, Water and Light to all, citizen Community, Energy and Transport. This work aims to conduct a study of the implementation of the program in the state of Paraíba, comparing the implementation of state enterprises with the information in the Northeast region and the country. Further elaborated an attachment on the Historic Cities PAC, which is part of the axis Better City, due to its importance for the recovery of cultural and socioeconomic equity municipalities benefited, especially João Pessoa. For the analysis, we relied primarily on the balance sheets of the PAC and information portal www.pac, gov.br crossing information of Paraiba and the other states involved. Our results show that the execution of the works, in many cases, have problems of planning, bureaucratic, like licensing and bidding, among others, in addition to low investment for the state, especially in the energy axis.
