Análise do anexo de prioridades e metas da LDO: um estudo na Secretaria Municipal de Saúde de João Pessoa no período de 2010 a 2013

This work seeks to analyze and present the behavior of Annex Priorities and Goals of the Budget Guidelines Law (LDO) for the Municipal Health Service (SMS) in João Pessoa in the period 2010-2013. Checking the service functions that the Annex is proposed as a tool for guiding the Annual Budget Law (LOA) and consequently the planning of municipal SMS João Pessoa-PB. The significant complexity to display the efficiency and effectiveness of Annex priorities and goals in the pursuit of its improvement justifies this study may be an element of support for future adjustments in that case. We used the quantitative method, where we observed the amount of project / activity shown in Annex Priorities and Goals and quantity of projects / activities in LOA comparing the number of project / activity that were contemplated thereby observing the effectiveness of the Annex. Linking the planning of the public sector to the public budget and legislation that guide presenting features rigid and flexible few, sometimes finding the actions by managers to meet this document without stiffness and building time for a decent planning just satisfying mere bureaucratic formality. In the period 2010-2013, observed behavior is not uniform in the process. The absence of an effective planning system for public health policies, with evidence of the predominance of short-term actions. The reduction of rigidity through easing measures will be a major breakthrough for quality planning.
