O Programa "Mais Médicos" na saúde pública do Estado da Paraíba: estudo de caso do município de Pombal

This monograph aims to present the results of research in the subject area of health policy, specifically focused on the analysis of the Program More Doctors in Brazil. This program was created by Law No. 12871 of 22 October 2013. The work has the objective to analyze the initial changes brought about with Program More Doctors in the city of Pombal-PB, with the specific objectives, identify the key public health characteristics the said municipality; verify the perceptions of Pombal UBS of managers about the program, looking for elements that identify the acceptance or not by managers regarding the Program. The methodology used in the research was a case study, which is a type of research widely used in biomedical and social sciences. It is the deep and comprehensive study of one or a few objects, a way that allows its broad and detailed knowledge. The universe of the research was the health system of Paraiba, and a sample of the type non-probabilistic. The sample field is made up of Health-UBS Basic Units who received medical professionals Program More Doctors. The data collection instruments were combined, the questionnaire and direct observations with the public research: the municipal manager of Pombal health department and the managers of UBS. In this sense, the objectives of this study were obtained when it was possible to detect the More Doctors Program fulfills a temporary function and cannot be the only alternative facing the problem of shortage of doctors to compose the UBS state and country.
