Gestão de resíduos sólidos do município de João Pessoa/ PB: uma análise sobre as dificuldades enfrentadas pelos catadores de materiais recicláveis

The present study deals with the solid waste management policy of the municipality of João Pessoa, turning its attention to the collectors of recyclable materials that act as environmental agents. In order to do so, we have as general objective to investigate/analyze the difficulties faced by the collectors with the solid waste management of the municipality, based on their perception and for understanding the importance they have in the management process of RS. The methodology was based on an exploratory study about the difficulties reported by the collectors, as well as a field study, using the form as a data collection instrument. As a research universe, the associations of collectors located in the municipality used a non-probabilistic sample, because it was easy to access in two associations, Ascare-JP and Catajampa. We have found that, by limiting this study to the difficulties faced by waste pickers, even after the implementation of the Municipal Solid Waste Management Plan - PMGIRS, they face the same difficulties as when there was not applicable legislation for the category. With this, we conclude that although the Plan was created in favor of better solid waste management and the insertion of waste pickers, what is perceived is the dissatisfaction, since the minority of the population that used to donate the material now saves to Energisa and the power Public does not help in organizational structure, showing the opposite effect to policy. The continuous struggle for their rights and the existing flaw in public management, which does not put into practice what it elaborates, characterizes the inefficiency of the Plan.
