Were observed the public legal documents whose existence enables the creation and functioning of public policies relating to this theme. The focus in the city of João Pessoa allows the application of a more detailed observation, aimed at existing service units in the capital of Paraiba, the mode of operation of the houses and other components of the range of policies. The bibliographic survey was carried out in parallel to the questionnaires in the field, highlighting a joint research with the purpose of comparing the reality with the filing of the acts.
