Licitações sustentáveis: um levantamento de iniciativas adotadas pela Universidade Federal da Paraíba - UFPB

Sustainable bid has been standing out since its implementation as the most used way to promote sustainable development on the world and as an effective alternative of implementation of sustainable politics in public bids. Thus, the general objective of this study is to verify the implantation‟s process of social-environmental parameters in public bids that are performed by Universidade Federal da Paraíba (UFPB), member of indirect public administration. In more details, it is intended to describe the theoretical base of bid‟s process and its changes due to the Law 12.349 of 2010, to perform a document survey about bids performed by Comissão Permanente de Licitação da UFPB from 2010 to 2016, and to identify the application of principles of sustainability in performed bid‟s notices through data collecting in Comissão Permanente de Licitação da UFPB. About methodology, it is characterized as exploratory. The methodological path is divided in two phases. Data collecting and analysis of results, and discussion of results. It is concluded that both direct and indirect public administration, the greatest buyer in the market, has fundamental role in implementation of sustainable politics. Although there are norms for those politics, difficulties might come up. Therefore, it is still necessary to track a long path to an effective implementation of those politics. Study‟s results show that despite of sustainable bids are due to legal order, the Comissão Permanente de Licitação da UFPB does not follow sustainable parameters in its bid‟s notices, consequently not following the norm about it. In this case, it is highlighted that the Comissão Permanente de Licitação da UFPB needs to adopt more effective measures to an effectiveness use of sustainable bids.
