A base industrial de defesa brasileira e o papel das relações bilaterais com Israel: desenvolvimento tecnológico autônomo ou dependente?

The revitalizing process of the Brazilian Defense Industrial Base (DIB) is a recent phenomenon that began under the Lula government and currently presents several challenges. It’s a process that requires large investments of government, the participative role of the Ministry of Defense, the Brazilian Armed Forces, and broad participation of the private sector, in order to the results consolidate in long-term. In this final paper, it’s understood that the Defense Industrial Base is a key pillar for Brazil’s security, in such way that it has to be responsible for supplying most of the demands of the Armed Forces, so they can carry out their operational activities that converge to the main objective of ensuring national security and defense. For this purpose, it is necessary that the DIB produces in large-scale, possess technological edge and must be able to innovate through technology products, mainly national, in order to reduce materials, commercial and strategic vulnerabilities. In this process, bilateral relations with some countries become strategic to reduce some embezzlement present in DIB, especially regarding technological edge. For this sector, the relations with countries such as Israel can bring major advances to the national DIB, especially regarding to the possibility of access of strategic materials technologies such as unmanned aerial vehicles (UAVs). However, as is well established in the National Defense Strategy (END), the Brazilian DIB main objective is to be able to absorb such knowledge and be able to reproduce it in a more autonomous way, reproducing own national models of these equipments. In this work, it will be analyzed whether the relations between Brazil and Israel, concomitantly the relations between the companies from both countries, contribute to the autonomous development of the DIB, especially the UAVs sector, or if this relation makes Brazil dependent of Israel, which does not contribute to the DIB’s autonomous development.
