O papel das organizações internacionais na disseminação de políticas públicas: o caso do Banco Interamericano de Desenvolvimento e a Iniciativa Cidades Emergentes e Sustentáveis (ICES) no município de João Pessoa

The aim of this work is to analyze the role of international organization in the process of disseminating public policy, specifically, in the case of the Inter-American Development Bank and the implementation of the Emerging and Sustainable Cities Initiative in the city of João Pessoa. To analyze this project, the most outstanding approach in the area of public policies was used: the Policy Cycle model. In this way, it was sought, through literature review, documentary survey and interviews with the main project managers, to identify, through a detailed analysis of each phase that compounds the policy cycle, the participation and influenced exerted by the Bank during the context of the transference of this policies to the city of João Pessoa.
