Greater emphasis was given to the brazilian northeast, not only for its favorable conditions for the development of activities related to these energy sources, but also prominent role account that the region gained in the development policies of the brazilian government. A long time foreign companies operating in brazilian soil, but apparently did not contribute substantially to a development that breaks with old economic and social structures. This leads us to wonder whether foreign investment could effectively stimulate development, more specifically, it could facilitate the construction of an innovation system that would allow Brazil insert itself successfully in the \"knowledge economy\", thus decreasing their distance in relation to the technological frontier. So, this study made use of theoretical tools, especially on the innovation system and public policy, in order to understand the role of foreign companies in Brazil, especially in the renewable energy sector.
