The multilateralism, therefore, has proved the ideal way to avoid disadvantageous results. For the USA, the WFP has been an addition to their bilateral food aid programs, strongly linked to internal actor’s interests. However, to the extent that the program encompassed a greater participation of developing countries and confronted the interests of USA bilateral aid, the interest of USA in the institution began to fade. The fall of the US participation in the PMA, its main actor and contributor, has contributed to a decline of the institution's resources, to a inefficiency in combating hunger in the world and promote the development and, consequently, to a weakening of the multilateral cooperation.
