Por uma política de gestão documental como garantia ao acesso à informação no Arquivo Central da Prefeitura Municipal de João Pessoa

The present research aims to perform a documentary analysis in the Central Archive of the Municipal Government of João Pessoa, in relation to the importance of a Document Management Policy as a guarantee of accessing information in the municipal ambit. Its specific objectives are to identify the inhibit mechanisms to the implementation of a policy of document management in the Municipal Government of João Pessoa, and to propose reflections that can subsidize the formulation of a policy of document management. The used methodology was the participatory research, considering that the researcher works in the studied archive. For data collection, it was used as research tool the Research Formulary that is available at CONARQ website, that intends to know the reality of the State and Municipal Public Archives in Brazil, tables of contents and a detailed survey of the existing documents in the Archive. The theoretical foundation was found in books and articles about Archivology, CONARQ website and in the booklet prepared by CONARQ, Creation and Development of Municipal and Public Archives, transparence and access to information to the exercise of citizenship, that had a fundamental importance to the conclusion of this study. The data analysis adopted the qualitative approach, considering that the used tool does not present questions that raise quantitative data. Therefore, it is concluded that the studied archive needs of recognition by part of the managers of the Municipality and the endeavor to the implementation of a policy of document management in the ambit of the Municipal Government of João Pessoa.
