dc:description.abstractThe Environmental Impact Assessment and Environmental Impact Report (ISE/EIR) are studies required under brazilian environmental legislation aiming to subsidize environmental licensing of public and private enterprises with significant power of environmental degradation. However, for that to become a reality, that is, the recommendations contained in those studies are effectively applied, the preparation and analysis need to be consistent with the legal and scientific requirements. This study realizes a geographical approach to the ISE/EIR in the state of Paraíba, analyzing the geographic distribution of projects that required ISE/EIR between 2003 and 2014. Considering the universe of analyzed enterprises, a critical analysis was conducted of the ISE/EIR to Paraíba Fuel Terminal Ltda. - TECOP company. It is a documental-descriptive survey, whose main goal was the ISE/EIR analysis for environmental licensing purposes and their respective processes, which were collected from documentary department of the state environmental agency. It was found that 79% of the enterprises are located in the “Mata” Mesoregion of Paraíba, 66% out of that are in João Pessoa Microregion. “Agreste” Mesoregion had the second highest number of enterprises with 18%. “Borborema” e “Sertão” Mesoregions had, respectively, 3% and 6% of the enterprises in the period. When analysing ISE/EIR to TECOP it was observed that the characterization of environmental impacts was done superficially, by not scaling the actual consequences of the activity on the surrounding area. Thus, it is understood that the large concentration of projects in João Pessoa Microregion should be related to the fact that it is a region with high population density, and the city of João Pessoa as a major center radiating the regional dynamics. With regard to TECOP’s activity, was noticed a dissatisfaction of surrounding residents in relation to some environmental impacts expected in the ISE/EIR of the company, but that continue to affect the local population, demonstrating that the planned mitigation measures have not been enough to address the reported impacts.
