PROPOSTA PARA UMA UNIVERSIDADE PÚBLICA SUSTENTÁVEL COM BASE NA A3P AGENDA AMBIENTAL NA ADMINISTRAÇÃO PÚBLICA

There is no questioning that in the last decades, the initiatives seeking for economical and social development that generate less environmental impact are becoming a priority in the non-governmental and governmental organizations. This subject is not a concern that is present only in the private companies. In the actual scenario the public sector is not anymore responsible only for the creation of new environmental legislation and public policies. Social responsibility, intrinsic to the public service, shall be linked to the concern with the environmental impact in its daily activities. Thus, some aspects such as: environmental impact, transparency, accountability, accessibility and availability of information, both for the external community as well as for the internal one, are key elements in the adoption of a new management practice focused in the environmental aspects. The adoption of an environmental policy can support public managers in the implementation of strategies that will greatly contribute to the introduction of new institutional practices that will result in social and environmental commitment. The present study has as its main objective the proposal of presenting the guidelines for the implementation of an environmental agenda in the Universidade Federal Fluminense, a public federal university, located in Niteroi, Rio de Janeiro, Brazil, based on the A3P program of the Ministry of environment. The methodology is characterized as applied research, per its nature, and exploratory and descriptive research, according to its objectives. In relation to the research methods it is presented as a case study. Considering the sources of information it is a bibliographical and documental study. The nature of its data is qualitative. In the revision of the literature it was generated data and instruments based on the environmental legislation, as well as in documents and reports from global conferences related to sustainable development. The result of this research presents a set of directives that will contribute to the implementation of an environmental agenda in the Universidade Federal Fluminense to be used as a tool to support the social and environmental management
