The demands of this integrated management, including implementation of new rules and generate a pressure on the workers did not exist before. This research examines the interaction between workers and management of these new guidelines and regulations. In this context, the behavior of workers is a central factor and requires attention by imposing significant changes to people in their individual decisions and interference in interpersonal relationships. It was observed that people tend to resist what they perceive as a threat to the routine performance of their duties. The analysis and discussion of the subject were made by literature review and field research. The literature review addressed the principles of safety culture, highlighting the importance of behaviors and attitudes of employees facing organizational change. The field research was based on structured questionnaires among workers in an electricity distribution company and among the leaders of unions representing the category.
