Territorialização e descentralização nas políticas de fomento à cultura como ferramentas de promoção da equidade social: Uma análise da implementação da Lei Aldir Blanc

This research aims to analyze the implementation of Law No. 14.017 - Aldir Blanc Law (LAB) in Brazil, focusing on the use of decentralization and territorialization drivers in cultural policies through the concept of territory. The study addresses the need to deepen discussions on the decentralization of cultural policies in Brazil, taking into consideration the specificities of each territory. It seeks to understand how the funding mechanisms established by the law have promoted the democratization of access to cultural resources and strengthened cultural diversity across different Brazilian territories. It is expected to identify the strategies adopted to promote the territorialization and decentralization of cultural funding policies, as well as the challenges faced by cultural agents in accessing those resources. The research employs a literature review, an analysis of data collected by the Observatório da Economia Criativa (Creative Economy Observatory - OBEC) in the study "Pesquisa Panorama Nacional da Lei Aldir Blanc" (National Overview of the Aldir Blanc Law), and an examination of data from the "MUNIC/IBGE - Pesquisa de Informações Básicas Municipais" (Municipal Basic Information Survey). Additionally, this research aims to contribute to the debate on cultural public policies and to provide valuable insights for the formulation of new cultural funding strategies that are more equitable and democratic.
