Regularização fundiária urbana na zona especial de interesse social da Boca do Rio: desafios e estratégias de implementação

This research aims to investigate the challenges faced in the implementation of Urban Land Regularization (REURB) in the context of territorial management in the city of Salvador, with a particular focus on the Special Zone of Social Interest (ZEIS) of Boca do Rio, aiming to identify and analyze the possibilities for improving urban land regularization practices in this specific area and contributing to the formulation of more effective and fair policies. Based on theoretical discussions about urban policy and social management of the territory, the study addresses key concepts and contemporary trends that influence land regularization in urban areas, adopting an exploratory methodological approach based on a comprehensive review of existing literature and documentary analysis, using sources of data such as academic databases, doctrines, books and scientific articles. In addition to the theoretical review, the research was enriched by a social residence at Fundação Mario Leal, an organization that works directly in the study area, providing a practical and contextualized view of the challenges faced; interviews with experts, public managers and residents of ZEIS in Boca do Rio, as well as field research, complemented the investigation, allowing a deeper understanding of local dynamics and the perceptions of the different actors involved. The results of this research have the potential to contribute significantly to the improvement of urban land regularization practices in Salvador, offering evidence-based recommendations for more inclusive and effective public policies, illuminating current obstacles and pointing out possible paths to overcome these challenges, promoting a more equitable and sustainable territorial management.
