The city of Pelotas is located in the south of the state of Rio Grande do Sul, with about 340 thousand inhabitants. The Passo dos Negros region, on the banks of the São Gonçalo Canal, has the production of the inhabited space marked by charqueadora activity - based on exploitation of enslaved black people -, later by the implantation of villages precarious and insufficient workers, and with the consolidation from subdivisions created by the government, followed by irregular occupations. Recently, this area has been object of interest for development projects and real estate speculation, becoming a disputed territory between these developments and the residents of areas of precarious urbanization.
