Our thesis started from the assumption that, in the context of the collaborative practices in municipal public administration still has major challenges to guarantee actions to ensure the right to learn of children in literacy cycle. The thesis sought to analyze the following central research question: How it was the process of implementation and development of the Compact Program for Education in the State of Bahia context, given the collaborative arrangements between the State and municipalities, as a pre- requirement for its effectiveness ?. Our analytical frameworks sought support in the Policy Cycle Approach, the thought of Paulo Freire and authors in the field of literacy, politics and management education. Methodologically, we developed a case study of ethnographic, through different procedures and research techniques, considering the period from 2011 to 2015, time frame of the survey. The research findings indicate many challenges and potential of the Compact Programme for Education, in the context of practice, especially when considering the collaborative as a principle in the development of educational policies at the federal entities. The program has shown significant and promising changes in vocational training for active teachers in literacy classes literacy cycles (initial and additional). The contents and methodologies discussed in training meetings contribute, in the view of those involved, to a new pedagogical practice, promoting opportunities for reflection and continuous professional development. We can also say that, in general, the municipalities do not always meet the premises of the cooperation agreement, signed in the Act of Accession to the Program, which causes many difficulties for program management at the municipal level.
